For more than 20 years, Cathy Trexler serves as Management Analyst for the Allegheny
County Department of Public Works where she manages the program that led to the department
becoming Pennsylvania’s first agency to achieve APWA accreditation. She continues to manage
the program to ensure accredited status is maintained every four years. The department has
been accredited since 2007.
Cathy serves on the board of the APWA Western Pennsylvania Chapter since 2005. She
served two biennial terms as president and is currently the Delegate to the Council of Chapters
representing Western Pennsylvania at the regional level. She served on both the National and
Regional Nominating Committees multiple times to interview and select the next APWA leaders.
As an APWA Accreditation Evaluator, she assesses other public works agencies throughout the
nation as they pursue accreditation. Locally, she presented at conferences and at municipal
meetings to promote public works self-assessment and collaborated with many local
organizations and civic groups to support and promote good government, green initiatives, and
emergency preparedness.
As a past elected official of Brentwood Borough where she became Council President,
Cathy served on several boards including Economic Development South where she chaired their
newly formed Environmental Committee and oversaw the formation of Pennsylvania’s first ever
multi-municipal shade tree commission.
Cathy graduated cum laude with a BSBA-Accounting degree from Robert Morris
University. She is an alumna of the Coro Center for Civic Leadership’s Women in Leadership
program. Other past achievements include the Robert Morris University Alumni Achievement
Award and second place Public Works Woman of the Year Award at the APWA Pennsylvania
Statewide Symposium.
